BOSNIA AND THE BALKANS: CONFLICT
AND RECONSTRUCTION

Dear Friends,
Many of you have asked whether Friends of Bosnia will
be hosting a grassroots conference this year. We are not in a position
to do that on our own; however, we are happy to announce that FOB
has made arrangements with The College of William & Mary in Virginia
to accomodate the Bosnia-advocate community at a conference they
have organized for APRIL 9-10, titled, BOSNIA AND THE BALKANS: CONFLICT
AND RECONSTRUCTION. You will find details below.
We strongly endorse this effort by The College of
William & Mary to address important issues raised by the Balkan
conflict, and we are confident the conference would be enriched
by the presence of the grassroots activist community. In addition,
this event provides us an opportunity to continue our annual assembly
that has been such an important source of education, inspiration,
support and networking for those of us committed to peace in the
Balkans.
FOB will be hosting the following events--specifically
targeted for our community--in addition to those listed in the W&M
schedule.
PROGRAM 1: Jim Hooper, Balkan Action Council
DATE: Friday, April 9
TIME: 5:15 PM - 6:45 PM directly following the last lecture
Jim Hooper from the Balkan Action Council will discuss current developments
in the Balkans including Kosovo. There will be ample opportunity
for discussion from the floor. This program will be held prior to
the 7:30 p.m. showing of "Calling the Ghosts," allowing for a much
shorter dinner time; however, we felt that since many of you have
already seen the movie, it would be o.k. if our activities conflicted
with the beginning of the movie presentation, but allowed us to
attend the discussion period afterwards beginning approx. at 8:30
p.m.
PROGRAM 2: Moderated discussion on Kosovo
DATE: Saturday, April 10
TIME: 1:00 PM - 2:00 PM (lunch) This will be a moderated discussion
about current developments in Kosovo and what the activist community
can do to support our agenda. While it would be premature to state
here what our agenda is, we would assume that everyone agrees that
the primary objective is to stop Serb aggression. Given the events
of this week (March 15), it is impossible to say where things may
be by April 9. This program will be held during the lunch time period.
We may be able to have sandwiches provided at the site and will
let you know.
PROGRAM 3: Optional
DATE: Saturday, April 10
TIME: 4:15 PM -
We still have available a period of time following the formal end
of the conference on Satuday after 4:00 p.m. We did not schedule
this because of uncertainty regarding peoples' travel plans. IF
YOU ARE AVAILABLE AND WOULD LIKE TO MEET AGAIN ON SATURDAY DURING
THIS TIME, PLEASE LET US KNOW BY EMAIL PRIOR TO THE CONFERENCE.

BOSNIA AND THE BALKANS:

For the better part of a decade, news of the
Balkan conflict has generated great international concern. The break-up
of Yugoslavia and ongoing friction in Bosnia and Kosovo raise difficult
questions about such issues as ethnic cleansing, war criminals,
and the treatment of refugees. To address these and other topics,
the College of William and Mary will host a conference of distinguished
international experts from a variety of fields, including law, economics,
journalism, political science, and foreign service. Their experience
in the region will guide us as we examine the complex circumstances
leading up to the present situation, and explore the difficulties
involved in the reconstruction of a peaceful society after years
of internal conflict.
"Bosnia and the Balkans: Conflict and Reconstruction"
is sponsored jointly by the Reves Center for International Studies
and the Institute of Bill of Rights Law at the College of William
and Mary, and the Council for America's First Freedom in Richmond,
Virginia.
